Cures Act Home Health Care Services: EVV Services Updates and Service Bill Codes Table Now Available

HHSC announced Electronic Visit Verification (EVV) will be implemented for Medicaid Home Health Care Services (HHCS) on Jan. 1, 2024.

HHSC updated the services required to use EVV by Jan. 1, 2024 (PDF). This document lists Texas Medicaid HHCS, which require the use of EVV.

HHSC has posted the EVV HHCS Service Bill Codes Table on the EVV 21st Century Cures Act webpage in Excel and PDF formats. The table identifies the specific HHCS billing code combinations that require the use of EVV. The purpose of posting the table is to allow program providers and financial management services agencies to familiarize themselves with the Healthcare Common Procedure Coding System codes and modifiers for HHCS required to use EVV.

The information in the table will help prevent EVV visit transaction rejections and EVV claim match denials. Visit the EVV 21st Century Cures Act webpage for the most current version of the documents.

HHSC will continue to share updates, including how to get started with EVV and when the EVV practice period will start. Notices related to the Cures Act HHCS implementation will start with “Cures Act Home Health Care Services” or “Cures Act HHCS.”

HHSC has posted the:

  • First version of the Electronic Visit Verification (EVV) Home Health Care Services (HHCS) Service Bill Codes Table in Excel and PDF formats in the Resources section on the EVV 21st Century Cures Act web page.
  • Second version of the HHCS required to use EVV (PDF).

The purpose of publishing the service bill codes table is to allow providers to familiarize themselves with the HHCS Healthcare Common Procedure Coding System (HCPCS) codes and modifiers. Current EVV vendors (DataLogic/Vesta and First Data/AuthentiCare) will not update their systems with the HHCS HCPCS codes and modifiers; however, onboarding Proprietary System Operators (PSOs) will have the option to start using the new codes starting in April 2023.

The updates to the impacted services required to use EVV by Jan. 1, 2024 (PDF) are to reflect service names and to include specialized nursing services. HHSC will continue analyzing the HHCS services and bill codes table and may update the documents accordingly.

HHSC will continue to communicate updates as the implementation progresses, such as when the EVV practice period will start and when MCOs must start rejecting EVV claims to be submitted directly to TMHP. Note that the titles of HHSC’s notices to the Cures Act HHCS implementation will start with “Cures Act Home Health Care Services” or “Cures Act HHCS”.
