On April 26, 2022, HHSC posted a solicitation for EVV System Management Services. Through a competitive selection process, HHSC has selected Accenture State Healthcare Services LLC. Accenture will continue to be known as the Texas Medicaid & Healthcare Partnership (TMHP) for this contract. Accenture is partnering with HHAeXchange to provide a new, single EVV vendor system.

HHSC shared this information on the EVV web page in the notice published on May 5, 2023.

Accenture’s responsibilities will include:

  • Providing and managing the new single state-funded EVV vendor system provided by HHAeXchange
  • Reviewing and approving EVV proprietary systems
  • Coordinating EVV system integration with the EVV Aggregator
  • Providing operational and technical support for the functions listed above

Effective October 1, 2023, HHSC is transitioning from two Electronic Visit Verification (EVV) vendor systems, DataLogic/Vesta and First Data/AuthentiCare, to a new single state funded EVV vendor system provided by HHAeXchange.

The public notice shares the information above, including an overview of the vendor transition, such as:

  • The Cures Act Home Health Care Services (HHCS) implementation will include a practice period from October 1, 2023, through December 31, 2023, to practice using an EVV system and to practice EVV claims matching.
  • Reminder of EVV training requirements, including a link to the HHAeXchange web page for training resources.
  • Information about becoming an EVV Proprietary System Operator (PSO), including information about continuing to use current EVV vendor systems (DataLogic/Vesta and First Data/AuthentiCare).
  • Reference to CDS employer options (Form 1722, CDS Employer’s Selection for EVV Responsibilities).
  • Alternative devices will only be available in limited quantities for exceptional circumstances and to start discussing the other clock in and clock out options. This includes announcing that HHSC will publish a policy this summer that provides the guidelines for the issuance of alternative devices.
  • HHSC, Accenture (TMHP) and HHAeXchange resources, including contact information.
